usage
run otter-updater_3g.exe from the directory where your otter-browser.exe is, usually %ProgramFiles%\Otter Browser\
(you can also create a shortcut to it on your desktop or start menu or wherever you like)
the updater will then attempt to download and install the latest weekly or beta. after running once, it will remember your settings such as installed version of Otter and also of itself plus preferred version (64 or 32 bit) on 64 bit systems. so next time you run it, it should do its job even faster than before.
